Regional trade, energy and labour agreements are further evidence of the integrated support that is being provided to the development of the tar-sands.  The Security and Prosperity Partnership Agreement (SPP), the Trade, Investment and Labour Mobility Agreement (TILMA) and the Pacific North-West Economic Region (PNWER) are initiatives that function to provide policy and infrastructure based support for tar-sands development and expansion.  These provincial, regional and continental agreements are being developed behind closed doors by corporate executives and government officials without any input from the public and have proceeded without any debate in Parliamentary or Legislative bodies.  In BC, while the government is willing to accommodate the needs of the resource industry based corporations, they ignore the rights and concerns of indigenous communities throughout the province, most of which have not yet ceded rights to the lands they have sustained for generations.
